The Gateway Farmers Market located at 9th and Jefferson will be holding a Grand Opening to help kick start their season on Saturday, June 6th beginning at 7 a.m
Vendors are expected to provide fresh seasonal produce such as new potatoes, green onions, cabbage, green beans, radishes, lettuce and fresh blueberries. Fresh meats, honey, fresh eggs, plants and craft items are also available at the market. Free snacks will also be served and there will be a drawing for free produce.

The new lake, that has been under construction for over a year is an integral part of all the new changes being made at Bobby Ferguson Park. Lake Dieffenbacher includes a fishing pier, a new walking trail, night lighting, a spillway, and colorful benches donated by the students of Texarkana Arkansas School district (TASD).The public is invited to a dedication ceremony of the lake on Tuesday, May 26, 2009 at 10 a.m. at the fishing pier. The Arkansas Game and Fish Commission are expected to stock the lake with fish sometime in the near future. The ceremony will be hosted by the Arkansas Game and Fish Commission, Miller County, College Hill-TASD, and the City of Texarkana, Arkansas.

Texarkana’s 4th of July celebration that was nominated for a state tourism award last year will return to the Four States Fairgrounds for what officials hope is an even bigger and better event than last year’s success. Like last year, the event promises to deliver plenty of food and activities for people of all ages and a wide variety of music from local artists. More specific information will be forthcoming as the date approaches.

Media Manager Eric Ethridge and Personnel administrator Heather Tutolo recently attended the 35th annual Arkansas Governor’s Conference on Tourism where Texarkana’s annual Fourth of July festival, “Sparks in the Park” was nominated for the Bootstrap award. The Bootstrap Award is presented to an individual, organization, or community that has achieved significant success “on a shoestring,” having limited resources or finances. The city of Texarkana was acknowledged for overtaking the festival from Texarkana, Texas on short notice with a limited budget and maintaining the annual festivities and exceeding everyone’s expectations.

The public is invited to attend a video presentation on March 11, 2009 at 2:00 PM at the City of Texarkana Arkansas City Hall Boardroom – East Third and Walnut Streets; there will be a showing of the web rebroadcast prepared by National League of Cities (NLC) on funding opportunities available through the Economic Recovery Package. This will be followed at 3:00 PM with a live broadcast about implementing the recovery package. Items to be covered include Transportation funding, Community Development Block Grant Program, Section 8 Project Based Rental Assistance, Lead Hazard Reduction/Healthy Homes, Homelessness Prevention Fund, Home Tax Credit Assistance Programs, and the Public Housing Capital Fund. The twelve students from this year’s YouthBuild program were recognized Friday, February 20th at the Iron Mountain Center for completing the first two weeks of the program known as the “Mental Toughness” phase. A psychological boot camp that tests the students and help prepares them mentally for the rest of the program. Now that the first two weeks are completed the students will begin going to school and working.
YouthBuild is a non-profit organization which provides education, counseling and job skills to unemployed young American adults (between ages 16 and 24), generally high school dropouts. There are over 225 YouthBuild programs in the United States, with a total capacity of about 8,000 students yearly, and there are similar programs underway in Mexico, China and South Africa. The Texarkana YouthBuild program is the only YouthBuild in the State of Arkansas.

The city of Texarkana Arkansas would like to thank all the organizations and individuals who volunteered their time and money to make this year's Christmas donation project a success. More than 70 less fortunate families received baskets full of food and toys!

The City Manager Harold Boldt held a press conference on Tuesday December 30th to announce a public hearing that will take place on Wednesday January 7th. The hearing will allow citizens to make input regarding the new FEMA preliminary flood digital flood insurance map. The FEMA map will determine property that is in the flood plain which could affect citizens' property values and insurance rates. The hearing will be held at 6:00 p.m. in the board room at city hall on 216 walnut street. For more information call city hall at 870-779-4996.

Everyone is invited to participate with the Girl Scouts of America (Honor Association of Girl Scout Diamonds of Arkansas, Oklahoma and Texas) and the Cities of Texarkana to Keep Texarkana Beautiful and recycle your Christmas tree.
Please bring your Christmas tree to one of our six locations between December 26 and January 6 and two additional locations on January 3rd. Throughout the initial collection period you may drop your tree in one of the six areas marked with a banner that says Texarkana Water Utilities - Christmas Tree Recycling Site and is enclosed with bright orange safety fencing at:
You may also bring your Christmas tree to Spring Lake Park or Grady T. Wallace Park between 9 a.m. and 4 p.m. on January 3, 2009. Girl Scouts will be present at these sites and offer a 40lb bag of TWU compost for each tree brought for recycling (one bag per person).
All trees will be taken by Waste Management or TWU personnel to the South Regional Compost Site and recycled into usable compost. In the Spring Girl Scouts will plant one tree in the community for each Christmas tree brought to the eight sites.

The City of Texarkana, Arkansas would like to invite citizens who are interested in viewing and commenting on FEMA's preliminary Digital Flood Insurance Map (DFIRM) to visit the Public Works Department at City Hall at 216 Walnut Street in downtown Texarkana. Revisions have been made that may have added or removed residents from flood zone areas. During this 90 day comment period any owner or lessee of real property who believes his or her property rights will be adversely affected by the DFRIM determinations may comment to the city. Anywhere from 300 to 500 catfish will be up for grabs when the old lake is drained at Bobby Ferguson Park. The Public Works department began draining the lake earlier this week to dismantle the spillway separating the two lakes and to finish some electrical wiring to some of the new additions to the park. "Depending on the weather, the lake should be drained by this weekend," said Interim Public Works Director Gary Jeans. The public is invited to gather as much fish as they can from the lake which was recently stocked earlier this summer for a kids fishing derby.

Chief Justice Josh Morris performed a skit as George Washington and several city and county officials re-dedicated a flagpole at the Miller County Correctional Facility during this year's remembrance ceremony paying tribute to America's heroes. The event was organized by the Woodmen of the World.

Woodmen of the World Lodge 328 will hold a ceremony called "Honor and Remembrance" celebrating America's Heroes in our own community; the police officers, fire fighters, members of the armed forces and others who help ensure our safety each and every day. The ceremony will begin at 10 a.m. at the Miller County Jail on Highway 71.
A presentation of "A Standing Miracle" written and researched by Josh Morriss, Chief Justice of Texas' Sixth District Court of Appeals in Texarkana, as well as a rededication of the flag ceremony, a brief message from Mayor Horace G. Shipp, and other patriotic presentations will round out the festivities. Refreshments will be provided.

While most states celebrate National Night Out in August, the State of Texas has decided to organize their neighborhood parties on Tuesday, October the 7th. This decision was made because of the sometimes dangerous heat that is present in August. To prevent confusion the City of Texarkana Arkansas will also be participating at the same time as Texas residents.

The group was led by National YouthBuild consultant Amon Rashidi and Tendra Jones from the Housing and Community Development Department at city hall.

The City of Texarkana, Arkansas along with the Four States Fairgrounds will soon begin early planning for next years Sparks in the Park. This year's event that was held at the Four States Fairgrounds on July 5th attracted thousands.
The turn out was extremely successful especially considering the short amount of time given to plan the event.
The Sparks in the Park Planning Committee hopes to gain more sponsors and host more events and activities for next year's celebration.

Texarkana's Independence Day celebration was more than just sparks; thousands in attendance enjoyed free live music from some of Texarkana's most talented musicians. Five bands which included Ben Coulter, The Anointed Angels, The Johnny Deeds Band, Hazy Jane, and Loose Change put on what some could argue as 2008's best music event in Texarkana.
The cover music that paid tribute to some of America's most famous bands ranged from gospel to country and southern rock classics.
College Hill Elementary International Studies Magnet School Principal Marguerite Hillier presented the city with six colorful Arkansas history benches on Wednesday July 2nd at the Harrelson Law Firm in downtown Texarkana. The benches were painted by 4th grade College Hill Elementary students.
Principal Marguerite said this exercise would help educate citizens about Arkansas history and teach students about community service.
The project was funded by the Arkansas arts council and friends of College Hill which included Debbie Haak who was recognized at the ceremony. Art specialist Georgia Hubnik and TRAHC's ArtsSmart artist, Kay Thomas, also played an essential role in the project.
The remaining benches were also placed downtown at city hall, TLC restaurant, Logan Electric, Moore's Furniture, and Zapata's Mexican Restraunt.

Texarkana Relay for Life 2008 was a terrific success. Relay raised over $37,390.96.with more donations on the way! Teams from every corner of the city pulled together to honor cancer survivors, pay tribute to the lives lost to the disease, and raise money to help fight it. Thanks to everyone involved.

The 8th annual Music and Arts in the Park will kickoff its 2008 summer festivities at Bramble Park at 1002 Ferguson Street Saturday May 24th. The festival will begin with a fishing derby for kids ages 5-18 that will be held from 10 a.m. until noon. Prizes will be awarded to the biggest fish and the most fish caught. Family fun will start at 11 a.m. and finish at 3 p.m. There will be arts and crafts, volley ball, sack races, and 3 on 3 basketball. Music for the event will feature Ida Myrtis, a local contemporary rock band.

The City of Texarkana, Arkansas recently received an Urban Forestry State Grant in the amount of $2,500 to help beautify the downtown area. A tree planting ceremony was held on Front Street to kick off the planting of several Willow Oak and Pistachio trees.
The public works department has installed electrical conduit and constructed a drip system to keep the trees watered. City Planner Eston Mcgee and his secretary Mary Beck are responsible for pursuing the grant. "We hope to receive more grants in the future and make front street a place to have festivals," said Public Works Director Jeff Hill.

More than a hundred invited guests and media entities from both sides of the state line joined together at the Crossroads Business Park to hear the announcement by city officials that a partnership had been made to bring a convention center to Texarkana.
The private investment is being made by Daugherty Management Co. who is also currently constructing a Best Western hotel in the same area.
A feasibility study, which will be funded by the city of Texarkana, Arkansas, is currently being conducted by John R. Weeman, jr. and Pete Dekalb with Partners in Development of Dallas in conjunction with the Texarkana Chamber of Commerce. The survey, which will be available online, will seek to determine the needs of a convention center in Texarkana such as size and capacity.

The City of Texarkana, Arkansas anticipates that the U.S. Department of Housing and Urban Development will allocate Community Development Block Grant (CDBG) funds in an approximate amount of $337,000.00. Agencies, organizations, public institutions and all citizens are invited to attend public hearings for the intent of providing input for budgeting of expenditures of funds administered by the Public Works Department annual Action Plan for the next five years. You may bring recommendations to the Public Works Office Monday-Friday, 8 a.m. to 5 p.m. in Texarkana, Arkansas, City Hall Lower level.

Since recent hail storms have damaged many residents' and business properties in the Texarkana area, the Public Works Department is advising citizens to be weary of fraudulent business posers looking to make a quick buck at the expense of Texarkana residents. The City Manager Harold Boldt has confirmed that all businesses that do not already have a legitimate license to work in the city of Texarkana, Arkansas must receive a permit from the Public Works Department before they conduct a business transaction. Unauthorized vendors who refuse to get a permit will receive a citation.

The public works department has recently taken down nine dilapidated structures. The demolished structures were the worst of 44 that were condemned in January. The public works department expects to demolish seven or eight more structures within the next few months.
"We have also been contracted to take down a few of the ones condemned with the owner of record paying a reasonable down payment to the city and then setting up a payment plan. This works out well for the owner and for the city, not only do we get rid of the nuisance but we also insure payment," said the city's Environmental Inspector Beth Call. Several permits have been issued to owners of some of the condemned structures to make repairs or to demolish the structures themselves.
The Arkansas State Highway and Transportation Department will hold a public involvement meeting to discuss future changes to be made to Hwy 82 on Thursday, April 10, 2008 from 4:00 - 7:00 p.m. at Highland Hills Baptist Church located at 4106 E. 9th street. The proposed changes are planned to take place at the stretch of Hwy 82 between loop 245 and Hwy 237. The "open house" meeting is for interested citizens to view displays, ask questions, and offer comments about the proposed project.

Jack Daugherty and his son Brian met with Mayor Horace G. Shipp and City Manager Harold Boldt at the site of the proposed Best Western hotel on Thursday March 6th to discuss their future plans. The father-and-son duo of Three D Lodging Inc. have built three hotels in Texarkana, Texas since 2001 and plan to build a 76-room Best Western in the Crossroads Business Park on the Arkansas side by early 2009.
M.J. Cox and Bishop Wendell Cox presented Mayor Horace G. Shipp, Fire Chief Bobby Honea and Fire Marshal Stephen Johnson with a $10,000 reimbursement check on Thursday February 28 from Zurich American Insurance Company. The reimbursement came as a result of the Texarkana, Arkansas Fire Department extinguishing a fire on November 8, 2007 at the Power of God Apostolic Church on 900 Hays Street. "There are clauses in different insurance company's policies that allow the fire department to be reimbursed for their services and I wanted others to know," Said Bishop Cox.

Mayor Horace G. Shipp was one of the first to welcome Bobby Petrino, the new Arkansas Razorbacks coach at the University of Arkansas in Fayetteville, and members of his coaching staff shortly after they arrived at TAC Air at the Texarkana Regional Airport Tuesday evening. Mayor Shipp proudly presented coach Petrino with a key to the city. Petrino and the "voice of the razorbacks" Chuck Barrett were speakers at this year's Hog Call 2008 fan banquet held at the Four States Fairgrounds. Coach Petrino was the 2007 head coach of the NFL's Atlanta Falcons. After the 2007 season he accepted an offer to succeed Houston Nutt as head coach of the Arkansas Razorbacks.

Progress continues on the Crossroads Business Park as the road is almost completed and the sewer and water lines will be installed in the coming weeks. "New development is already in the planning stages and others are being discussed", says Public Works Director Jeff Hill.
The project is moving forward despite the change in original plans to build a sportsplex in the park. City officials believe that the change in plans will in no way hinder the economic benefits for the city and its residents.

Three Texarkana citizens and three local business entities were recognized for the Martin Luther King "acts of kindness" service awards. The awards were presented at the 2008 Martin Luther King Jr. Gala which was held at the Texarkana Country Club on Sunday January the 20th.
The $40 dollar tickets to the event sold out days before the Gala. Proceeds from the event will go to preparing personal hygiene baskets to be handed out to people in need on Valentines Day.

The City of Texarkana Arkansas would like to thank all the organizations and individuals on both sides of the state line for volunteering their time and donating their money to the Christmas food and toy drive. The boxes that will be delivered to 60 different less fortunate families in the area were overflowing with food and toys.

Texarkana, Arkansas's team of five participated with more than 7,000 other local and area residents to support the 9th annual Texarkana Susan G. Komen Race for the Cure. "We have come to understand that this profound and life-affirming force we call Komen Texarkana Race for the Cure is also an affirmation of the power of the human spirit extending throughout the community," said City Hall team leader Heather Tutolo
Ken Payne, Jay Barnette, and Frank and Theresa Poff were also participants on Texarkana's City Hall team. Jim Powell, Linda Mack, Patti Scott Grey, Shirley Harper and Rebecca and Meagan Harris also donated money on behalf of the city's efforts.
Susan G. Komen Race for the Cure was established in 1982 by Nancy Brinker to honor the memory of her sister, Susan G. Komen, who died from breast cancer at the age of 36. The Foundation is a national organization with a network of volunteers working through local affiliates & Komen Race for the Cure events, fighting disease by advancing research, education, screening and treatment.
On Monday September 24th the public works department began tearing down dilapidated structures that had been condemned by the Texarkana, Arkansas Board of Directors.
A majority of the more than 50 condemned structures were sentenced at the August 6th board meeting, which came as a result of requests made by citizens in the community ward meetings held earlier this summer. "If condemning abandoned structures wasn't the number one priority in most of the wards, it was definitely a close second," said Mayor Horace Shipp.
According to Public Works Director Jeff Hill, the city plans on tearing down five structures a week and hope to have at least 27 of the houses brought down by November 1st.
The abandoned Westbrook auto building that was located right next to the Texarkana, Arkansas City hall and fire department was taken down on Saturday September 22nd.
The demolition was done by the Arkansas Municipal Auditorium Commission whose purpose is to turn the vacant space into a parking lot for the historical auditorium when it is renovated and reopened.
According to AMAC President Mark Shoptaw, the demolition was paid for by a $22,000 dollar grant that was awarded to the commission earlier this year.

The city will soon release a 15 minute video to the Chamber of Commerce and tourism outlets in the surrounding areas to help promote Texarkana, Arkansas.
The purpose of the video is to attract outside businesses and other possible residents that are considering Texarkana as their future home. The DVD will be divided into brief sections describing benefits in areas such as tourism, downtown development, quality of life, education, health care, retirement and more.
The job was contracted out to Workhorse Marketing which is owned and operated by Jeremy Higginbotham and Faith Williams. Videography for the project was shot by Shawn Blase.
The video footage is currently being edited and is expected to be finished sometime in September. When it's finished the final product will be available for viewing on the city's webpage and the government access channel.
The Texarkana, Arkansas Police Department has started going door to door asking residents in the Iron Mountain community what can be done to improve the quality of life.
This is in response to the city's new neighborhood revitalization project that began Tuesday August 14th at a press conference at the Iron Mountain Center on Couch Street. "We aren't here just to make you feel good, we are here to really make a difference in this neighborhood," said Mayor Horace Shipp.
Drug related crime, unclean property, and rat infestation is among the most important priorities for Iron Mountain residents.Ward Director and Assistant Mayor Londell Williams, Texarkana Police Chief Robert Harrison and Public Works Director Jeff Hill also spoke at the conference.
