1. Call to order.
2. Invocation given by Assistant Mayor Williams.
3. Presentation on the AMAC (Arkansas Municipal Auditorium Commission) by Mark Shoptaw (PowerPoint)
4. CONSENT AGENDA
1. Approval of Minutes of the rescheduled regular meeting of September 5, 2006.
2. Adopt a Resolution approving the request by the Tower of Power Gospel Ministries for the 6th Annual Friends and Family Block Festival on Saturday, September 23, 2006.
3. Adopt a Resolution approving the request by the St. James Missionary Baptist Church for the Annual Family and Friends Day on Saturday, September 30, 2006.
4. Adopt a Resolution awarding a contract for water and sewer treatment chemicals.
5. Adopt a Resolution authorizing the City Manager to enter into agreements with Texarkana, Texas for emergency management coordinator services and police CID secretarial services.
5. Adopt an Ordinance accepting dedication of street right-of-way and public facilities (improvements) within Forest Oaks 8th - Phase II Subdivision. (PowerPoint)
6. Citizen Communication

   A limit of five (5) minute per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications. No advance permission is required, but persons wishing to address the Board are requested to fill out a "blue" card listing the subject to be addressed and hand it to the City Clerk upon arrival. Citizen's communications will be immediately following the Regular Agenda items on each agenda.
