  1. Call to order.
  2. Invocation given by Director Chad Dowd.
  3. Recognition of the "2006 Arkansas Floodplain Manager of The Year", Lee Elliott (Awarded by the Arkansas Floodplain Management Association)
  4. CONSENT AGENDA
    1. Approval of Minutes of the regular meeting of September 18, 2006.
    2. Adopt a Resolution approving the use of Jefferson Park by the South Arkansas Youth Association, Inc. for an "Anti-Drug Rally" on Saturday, October 21, 2006.
    3. Adopt a Resolution setting the date for a public hearing to receive comments regarding the redevelopment district proposed project plan. (Tax Increment Financing and Redevelopment District (TIF District))
    4. Adopt a Resolution declaring one Police Department vehicle surplus and authorizing disposal in accordance with Arkansas Law.
    5. Adopt a Resolution approving the request by Bethany Hanna with Main Street Texarkana for the 3rd annual Downtown Blues and BBQ Festival Saturday, October 21 and Sunday, October 22, 2006.
  5. Conduct a Public Hearing to receive comments regarding Community Development Block Grant (CDBG) funding.
  6. Adopt an Ordinance levying the 2006 tax rate.
  7. Adopt an Ordinance accepting dedication of street right-of-way and public facilities (improvements) within Forest Oaks 8th - Phase II Subdivision. (PowerPoint) (This item was held over from the 09182006 agenda due to a lack of a quorum.)

  9. Citizen Communication
    A limit of five (5) minute per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications. No advance permission is required, but persons wishing to address the Board are requested to fill out a "blue" card listing the subject to be addressed and hand it to the City Clerk upon arrival. Citizen's communications will be immediately following the Regular Agenda items on each agenda.
