RESOLUTION NO. _______
WHEREAS, a policy has been developed regarding the cutting of newly improved streets; and
WHEREAS, said policy will allow the utility companies and contractors to cut the street for emergency repairs only during the first eight years following resurfacing;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the City of Texarkana, Arkansas, that the Street Cutting Policy attached hereto and made a part hereof is hereby adopted.

The City of Texarkana, Arkansas has embarked on a major street improvement program. Because of the costs involved in maintaining the City’s streets a policy has been developed regarding excavations of streets in this program. The intent of this policy is to prolong the useful life of the street surface and to minimize maintenance requirements.
Utility companies and contractors are to comply with the following policy:
1) All street cuts shall be approved and permitted by the City of Texarkana, Arkansas prior to excavation.
2) Planned utility replacements and/or modifications shall be coordinated with the City of Texarkana, Arkansas.
3) Utility replacements and/or modifications that are planned and require street cuts scheduled in the next eight years shall be completed prior to the street upgrades outlined in the street improvements plan.
4) Street cuts will not be allowed on improved streets included in the street improvement plan for a period of eight years from the date of the street upgrade except for emergency purposes.
5) Street cuts required for emergency purposes, as determined by the City, shall be minimized by bore techniques.
