SUMMARY: Bids were received Tuesday, July 11, 2000 for the construction of the Morning Drive and Washington Street Sanitary Sewer Extensions. Three (3) contractors bid on the project and J.W. Payne, Inc., of Texarkana, Texas, was the apparent low bidder with an apparent low bid of $111,910.00. The santiary sewers are being installed in areas that were within the city limits before the recent annexations. Approximately 3,100 linear feet (LF) of eight inch (8") sanitary sewer mains, 1,675 LF of three inch (3") force main and a lift station will be installed in the project. J.W. Payne, Inc. has completed several jobs for the Utility including the East 19th Street Water and Sanitary Sewer Extensions and the Texarkana, Texas annexation sewer extensions. Funds are available for this project in the Utilities' Arkansas Capital Improvement Fund.

Texarkana Water Utilities staff recommends approval of the bid. A bid tabulation sheet is attached for review.

BOARD ACTION:

RESOLUTION NO. _______

WHEREAS, the Water Utilities Department advertised for bids for construction of the Morning Drive and Washington Street sanitary sewer extensions; and

WHEREAS, pursuant to said advertisement, J.W. Payne, Inc., Texarkana, Texas, submitted the low bid of $111,910 for the project consisting of installing approximately 3,100 linear feet of 8” sanitary sewer mains, 1,675 linear feet of 3” force main, and a lift station;

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the City of Texarkana, Arkansas, that the low bid is hereby accepted and the City Manager is hereby authorized and directed to enter into an agreement with J.W. Payne, Inc. for construction of the Morning Drive and Washington Street sanitary sewer extension projects at a cost not to exceed $111,910.
