SUMMARY: We have solicited bids on a computer to be used as a server by the agency. The evolving technical environment in which we operate has mandated that we purchase this computer. It will allow for a transition to a paperless environment and database access to all divisions requiring agency, criminal and administrative information.

While this specific equipment purchase was not budgeted, the money was budgeted in the agency's capital line item for another purchase. We believe this purchase is imperative to the operation of the police department and our efforts to computerize records and files.

ORDINANCE NO. ______

AN ORDINANCE WAIVING COMPETITIVE BID REQUIREMENTS AND AUTHORIZING PURCHASE OF A COMPUTER SERVER FOR THE POLICE DEPARTMENT; FOR DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.

WHEREAS, the Police Department has requested a Gateway 8400 W2KS computer to be used as a server; and

WHEREAS, the evolving technical environment requires purchase of a server which will allow transition to a paperless environment and database access to all divisions requiring agency, criminal and administrative information; and

WHEREAS, bids were obtained from three manufactures meeting specifications and the low bid of $15,646 was submitted by Gateway Business, of North Sioux City, South Dakota;

NOW, THEREFORE, BE IT ORDAINED by the Board of Directors of the City of Texarkana, Arkansas:

Section 1: The City Manager is hereby authorized and directed to enter into an agreement with Gateway Business for the purchase of one Gateway 8400 W2KS Computer Server for a total cost not to exceed $15,646.

Section 2: Due to the need to purchase a computer server meeting specifications for the Police Department, all competitive bid requirements are hereby waived as provided for in A.C.A. 14-58-303.

Section 3: This action being necessary for the preservation of the public peace, health and safety, an emergency is therefore declared to exist, and this ordinance shall be in full force and effect from and after its passage and approval.
