1.	Call to order.

3.	Presentation of the City of Texarkana, Arkansas Employee Service Awards
4.	CONSENT AGENDA
	A.	Approval of Minutes of the regular meeting of June 7, 2004.
	B.	Adopt a Resolution granting permission to the Susan G. Komen Breast Cancer Foundation to have the 2004 Race for the Cure on Saturday, October 16, 2004.
	C.	Adopt a Resolution declaring two Police Department vehicles and one seized vehicle surplus and authorizing disposal in accordance with Arkansas Law.
	D.	Adopt a Resolution authorizing the City Manager to sign a five-year agreement with First Southwest Company for arbitrage rebate services. (TWU)
5.	Conduct a Public Hearing to obtain citizen input regarding the types of facilities and programs needed within the community (Arkansas Department of Parks and Tourism (ADPT) 50/50 Matching Grant Application prerequisite). (Public Works Department)
6.	Consider the following action concerning the issuance of Water Facilities Improvement Revenue Bond, Series 2004B:
	A.	Conduct a Public Hearing to receive comments regarding an ordinance authorizing the issuance by the City of Texarkana, Arkansas Public Facilities Board of not to exceed $3,900,000 principal amount of its Water Facilities Improvement Revenue Bond, Series 2004B.
	B.	Adopt an Ordinance authorizing the City of Texarkana, Arkansas Public Facilities Board to proceed with the issuance of not to exceed $3,830,000 Water Facilities Improvement Revenue Bond, Series 2004B, for the purpose of improving and rehabilitating the rural water systems acquired from Union Water Corporation, inc. and Mandeville Water Corporation; approving certain agreements and documents in connection with the City’s participation in the transaction.
