1.	Call to order.
2.	Invocation given by Assistant Mayor Williams.
3.	CONSENT AGENDA
	A.	Approval of Minutes of the regular meeting of June 19 and the called meeting of June 21, 2006.
	B.	Adopt a Resolution resetting the date for a public hearing to receive comments regarding a petition to abandon part of the dedicated, unimproved Mimosa Drive Right-of-Way in the 4200 block of Garland Avenue. (Jack Mills and Thomas Garner (c/o Donnie Sealy, Arkansas Real Estate Development & Investments)) (Map)
	C.	Adopt a Resolution to approve grant contract with the Arkansas Historic Preservation Program (AHPP) for Phase II of the City Hall/AMA roof renovation project (HPRG Grant No. 07-HPRG12).
	D.	Adopt a Resolution setting the date for a public hearing to receive comments regarding the creation of a redevelopment district and its proposed boundaries.
	E.	Adopt a Resolution expressing the support of the City of Texarkana for the Hempstead County location for the proposed construction of an AEP/SWEPCO Electrical Power Plant.
4.	Adopt an Ordinance amending Chapter 9-7 of the Code of Ordinances. (Fireworks – FD)
5.	Adopt an Ordinance rezoning a tract of land legally described as Lot 5, Block 8, CELESTIAL HEIGHTS ADDITION, Texarkana, Miller County, Arkansas from R-2 Single-Family Residential to R-3 Low Density Residential for a child care center at 3104 E. 43^rd Street. The property is located at 3003 E. 43^rd Street. (Lynda Harris)
6.	Adopt an Ordinance rezoning a part of the SE¼, SE¼, Section 18, Township-15-South, Range-28-West, Texarkana, Miller County, Arkansas (containing 0.503 acres of land, more or less) from R-3 Low Density Residential to O-1 Office & Quiet Business for a parking lot for an adjacent existing commercial child care center. The property is located at 1021 E. 24^th Street. (Ronnie and Sharon Smith)
7.	Adopt an Ordinance rezoning a tract of land legally described as the N147’ of Lot 20, Block “A”, COLLVILLE ADDITION, Texarkana, Miller County, Arkansas from C-3 Open Display Commercial to R-2 Single-family Residential to construct a single-family dwelling. The property is located at 4418 Charleston Street. (Thomas & Clara Demery)
8.	Citizen Communication.
		A limit of five (5) minute per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications. No advance permission is required, but persons wishing to address the Board are requested to fill out a “blue” card listing the subject to be addressed and hand it to the City Clerk upon arrival. Citizen’s communications will be immediately following the Regular Agenda items on each agenda.
