5.	Presentation by Director Frank Poff and Phil Purifoy in regard to the Municipal Auditorium
6.	Presentation by Ward 2 Director Harris in regard to local and/or national issues
7.	CONSENT AGENDA
	A.	Approval of Minutes of the regular meeting of July 19, 2004.
	B.	Adopt a Resolution granting permission to the Four States Fair and Rodeo for the annual parade downtown on Saturday, September 18, 2004.
	C.	Adopt a Resolution approving the use of Bobby F. Ferguson Park by the Unified Ministries for Christ on Saturday, September 4, 2004.
	D.	Adopt a Resolution approving use of the lake at Bobby F. Ferguson Park by Helping Individuals Proving Outdoors Is Needed Therapy (Hi-Point) for the 2nd Annual Youth Fishing Derby on August 28, 2004.
	E.	Adopt a Resolution supporting Texarkana Urban Transportation Study’s Resolution #1-2004 to advance Texarkana Metropolitan Planning Organization’s (MPO) Category 3: Urban Corridor Projects funding for the re-construction of the IH 30 Corridor.
	F.	Adopt a Resolution setting the date for a public hearing to receive comments regarding a petition to abandon the dedicated, unimproved 20’-0” East/West alley in Block 9, KIRBY’S COLLEGE ADDITION, Texarkana, Miller County, Arkansas. The alley is located in the 200 block of Oats Street between Oats Street and the abandoned Flower Street Right-of-Way. (Yeatman)
	G.	Adopt a Resolution approving a fire automatic aid agreement with the Texas-side.
	H.	Adopt a Resolution rebidding the College Hill Manhole Rehabilitation Project and authorizing the City Manager to execute a new contract with Dual Construction of Texarkana, Arkansas for the Texarkana Water Utilities.
8.	Consider the following concerning an appeal to the Manufactured Homes moratorium the Board of Directors approved as requested from Claude Collins to locate a manufactured home at 5811 Capitol Hill Road:
	A.	Hearing an appeal to the Manufactured Homes moratorium (Resolution No. 5086, passed 07/19/2004) as filed by Claude Collins.
	B.	Adopt a Resolution authorizing and directing the Director of Public Works to issue a manufactured home permit for 5811 Capitol Hill Road.
9.	Consider the following concerning an appeal to Manufactured Homes moratorium the Board of Directors approved as requested from Wayne Johnston to locate a manufactured home at 4409 Union Road:
	A.	Hearing an appeal to the Manufactured Homes moratorium (Resolution No. 5086, passed 07/19/2004) as filed by Wayne Johnston.
	B.	Adopt a Resolution authorizing and directing the Director of Public Works to issue a manufactured home permit for 4409 Union Road.
10.	Adopt an Ordinance rezoning a tract of land legally described as Lots 1-8, Block 9, KIRBY’S COLLEGE ADDITION, Texarkana, Miller County, Arkansas from W-1 Warehousing & Wholesaling to O-1 Office & Quiet Business. The property is located in the 200 block of Oats Street. (Tabernacle Missionary Baptist Church)
11.	Citizen Communication.
12.	Executive Session.
		Adopt a Resolution making an appointment to various boards and commissions. (Board of Adjustment - Joe Denmon’s resignation)
