	A.	Approval of Minutes of the regular meeting of August 1, 2005.
	B.	Adopt a Resolution approving the 18th Annual POW/MIA vigil and Annual “Ride to Remember” for the Texarkana Area Chapter No. 278 Vietnam Veterans of America, Inc.
	C.	Adopt a Resolution granting permission to Jimmy Barrios to have the Mexican Independence Day celebration on September 16, 2005.
	D.	Adopt a Resolution authorizing the provision of fire and emergency medical services at the Four States Fair.
	E.	Adopt a Resolution awarding a bid and authorizing the City to enter into a contract with Cleve Bate Construction, Inc. for the Highland Drainage Project. (Public Works)
	F.	Adopt a Resolution awarding a bid and authorizing the City Manager to enter into a contract with Wicker Construction of Shreveport, Louisiana for the Highway 108 Sewer Main Project. (TWU)
	G.	Adopt a Resolution affirming support for continuation of the Wright Amendment. (Airport)
7.	Adopt an Ordinance accepting dedication of street right-of-way and public facilities (improvements) within Sugar Hill Farm Estates, Ph II Subdivision. (Public Works)
8.	Adopt an Ordinance amending Section 22-98 of the Code of Ordinances to provide revised regulations for open burning of refuse, garbage, or other waste material.
9.	Citizen Communication.
		A limit of five (5) minute per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications. No advance permission is required, but persons wishing to address the Board are requested to fill out a “blue” card listing the subject to be addressed and hand it to the City Clerk upon arrival. Citizen’s communications will be immediately following the Regular Agenda items on each agenda.
