4.	Presentation of the City of Texarkana, Arkansas Employee Service Awards
5.	Presentation by Chamber of Commerce Vice President of Economic Development Linda Crawford concerning the cooperative efforts of the City of Texarkana, Arkansas and the Chamber of Commerce over the past three years.
6.	CONSENT AGENDA
	A.	Approval of Minutes of the regular meeting of August 16, 2004.
	B.	Adopt a Resolution granting permission to Stacy McLean for a block party on Saturday, September 18, 2004.
	C.	Adopt a Resolution granting permission to Lisa Ann Ranking Teer for a celebration on Saturday, October, 2004.
	D.	Adopt a Resolution making appointments to the Local Law Enforcement Block Grant program advisory board.
	E.	Adopt a Resolution authorizing the City Manager to purchase a used 1999 Chevrolet pick-up truck from Blackburn’s Supercenter, Texarkana, Texas for the Police Department.
	F.	Adopt a Resolution approving and authorizing the City to execute change order No. 1 for the E. 10th Street at Couch Street Drainage Improvements Project (10th Street and Couch Street to California Street Project and the Couch Street and Arkansas Street at 12th Street Drainage Improvements) with J.R. Pope Company, Inc.
	G.	Adopt a Resolution authorizing the City Manager to execute a contract with Barnwell Industries of Queen City, Texas for the Mandeville and Union Water Distribution System Improvements. (TWU)
	H.	Adopt a Resolution authorizing the City Manager to execute a contract with Advance Tank and Construction of Pell City, Alabama for the Mandeville and Union Water Distribution System Improvements Pump Station and Ground Storage Tank Project.
	I.	Adopt a Resolution approving and authorizing the City to execute change order No. 1 for the Arkansas Tourist Information Center Force Main and Pump Stations Project with CBC Construction.
	J.	Adopt a Resolution setting the date for a public hearing to receive comments regarding a petition to abandon the 16’-0” dedicated, unimproved alley in Block 2, EAST NINTH STREET HEIGHTS ADDITION, Texarkana, Miller County, Arkansas. The alley is located in the in the 2600 block of E. 9^th Street between Des Moines and Lincoln Streets. (Cummings).
7.	Consider the following concerning an appeal to the Manufactured Homes moratorium the Board of Directors approved as requested from Larry Baker to locate a manufactured home at 6936 Turk Road:
	A.	Hearing an appeal to the Manufactured Homes moratorium (Resolution No. 5086, passed 07/19/2004) as filed by Larry Baker.
	B.	Adopt a Resolution authorizing and directing the Director of Public Works to issue a manufactured home permit for 6936 Turk Road.
8.	Consider the following concerning an appeal to the Manufactured Homes moratorium the Board of Directors approved as requested from David and Marcell Leslie to locate a manufactured home at 1613 Smith Road:
	A.	Hearing an appeal to the Manufactured Homes moratorium (Resolution No. 5086, passed 07/19/2004) as filed by David and Marcell Leslie.
	B.	Adopt a Resolution authorizing and directing the Director of Public Works to issue a manufactured home permit for 6936 Turk Road.
9.	Adopt an Ordinance rezoning a tract of land legally described as legally described as a part (116’ X 150’) of the SW¼, SW¼, Section 17, Township-15-South, Range-28-West, Texarkana, Miller County, Arkansas (containing 0.4 acres of land, more or less) R-2 Single-family Residential to C-1 General Retail for a florist shop and a proprietor’s dwelling unit. The property is located at 2406 Jefferson Avenue.
10.	Conduct a Public Hearing to allow citizen input regarding the use of Local Law Enforcement Block Grant for the Police Department.
11.	Conduct a Public Hearing to receive comments regarding CDBG funding.
12.	Citizen Communication.
