Call to order.

2.

Invocation given by Director Chad Dowd.

3.

Presentation by Texarkana Chamber of Commerce Business Retention Specialist  Jerry Sparks in regard to the U.S. Department of Defense:  Base Realignment and Closure (BRAC)

4.

CONSENT AGENDA

 

A.

Approval of Minutes of the rescheduled regular meeting of September 6, 2005.

 

B.

Adopt a Resolution approving the request by the Tower of Power Gospel Ministries for the 5th Annual Friends and Family Block Festival on Saturday, September 24, 2005.

 

C.

Adopt a Resolution approving the request by the St. James Missionary Baptist Church for the Annual Family and Friends Day weekend on Saturday, September 24, 2005.

 

D.

Adopt a Resolution expressing the willingness of the City to utilize federal-aid monies for the replacement of Structure No. 19270 over Nix Creek on Preston Street. (PW)

 

E.

Adopt a Resolution approving and authorizing the City Manager to execute Change Order No. 3 for the Mandeville and Union Water Distribution System Improvements with Barnwell Industries of Queen City, Texas. (TWU)

5.

Consider the following concerning the 2nd annual Downtown Blues and BBQ Festival:

 

A.

Presentation by Main Street Texarkana Executive Director Bethany Hanna in regard to the festival.

 

B.

Adopt a Resolution approving the request by Bethany Hanna with Main Street Texarkana for the 2nd annual Downtown Blues and BBQ Festival Friday, October 21 and Saturday, October 22, 2005.

6.

Citizen Communication.

 

 

A limit of five (5) minute per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications.  No advance permission is required, but persons wishing to address the Board are requested to fill out a “blue” card listing the subject to be addressed and hand it to the City Clerk upon arrival.  Citizen’s communications will be immediately following the Regular Agenda items on each agenda.
