A.

Approval of Minutes of the regular meeting of September 20, 2004.

 

B.

Adopt a Resolution making appointments to the City Beautiful Commission.

 

C.

Adopt a Resolution awarding a bid and authorizing the City Manager to enter into a contract with Baber Remodeling for completion of the Senator Street Fire Station Remodel Project.

 

D.

Adopt a Resolution declaring four Police Department vehicles surplus and authorizing disposal in accordance with Arkansas Law.

 

E.

Adopt a Resolution abolishing the Gateway Commission.

 

F.

Adopt a Resolution approving revisions to the 2004 Community Development Block Grant budget.

8.

Consider the following concerning an appeal to the Manufactured Homes moratorium the Board of Directors approved as requested from Jeri Dean to locate a manufactured home at 6520 Dooley Ferry Road:

 

A.

Hearing an appeal to the Manufactured Homes moratorium (Resolution No. 5086, passed 07/19/2004) as filed by Jeri Dean.

 

B.

Adopt a Resolution authorizing and directing the Director of Public Works to issue a manufactured home permit for 6520 Dooley Ferry Road. (Tabled 09/20/2004)

9.

Consider the following action concerning substandard structures:

 

A.

Conduct a public hearing regarding condemning sixteen (16) substandard structures.

 

B.

Adopt a Resolution condemning sixteen (16) substandard structures.

10.

Adopt an Ordinance amending Chapter 17, Parks and Recreation, of the Code of Ordinances of the City of Texarkana, Arkansas, to revise certain regulations governing city parks and recreational facilities.

11.

Adopt a Resolution approving the request by Business Organization for a New Downtown (B.O.N.D.) to allow the Arkansas Blue’s Society use of Bobby and Sue Dowd Broad Street Pocket Park as the location for beer sales during the Broad Street Blues and Tailgate Party on Saturday, October 23, 2004, contingent upon Alcoholic Beverage Commission (ABC) approval.  (Resolution No. 5118, passed and approved September 20, 2004, approved B.O.N.D.’s request to hold the event at the park.)

12.

Conduct a Public Hearing to receive comments regarding a petition to abandon the 16’-0” dedicated, unimproved alley in Block 2, EAST NINTH STREET HEIGHTS ADDITION, Texarkana, Miller County, Arkansas. The alley is located in the in the 2600 block of E. 9th Street between Des Moines and Lincoln Streets. (Cummings)

Adopt an Ordinance abandoning the 16’-0” dedicated, unimproved alley in Block 2, EAST NINTH STREET HEIGHTS ADDITION, Texarkana, Miller County, Arkansas. The alley is located in the in the 2600 block of E. 9th Street between Des Moines and Lincoln Streets. (Cummings)

14.

Adopt an Ordinance naming an unnamed and unnumbered County Road to Freedom Trail, said street is legally described as the prescriptive right-of-way extending South from Capitol Hill Road a distance of approximately seven hundred fifty feet (750’) to the dead-end.  The unnamed street is located in the 5600 block of Capitol Hill Road.

Adopt an Ordinance rezoning a tract of land legally described as a part of the NW¼, SE¼, Section 4, Township-15-South, Range-28-west, Texarkana Miller County, Arkansas (containing 7.446 acres of land, more or less) from R-1 to C-3 Open Display Commercial.  The property is located in the 3800-3900 block of E. 58th Street. 16.

Adopt an Ordinance rezoning two tracts of land legally described as a part of the NW¼, SE¼, Section 4, Township-15-South, Range-28-West, Texarkana, Miller County, Arkansas (containing 9.057 acres of land, more or less) from R-1 to C-3 Open Display Commercial.  The property is located in the 3900-4000 block of E. 58th Street. 17.

Adopt an Ordinance amending, Chapter 28, Article III, Section 28-24(B)(2), Texarkana, Arkansas Code Of Ordinances by reducing the minimum size of Planned Unit Development (PUD) zoning district from two (2) acres to 0.25 acres.

18.

Adopt an Ordinance levying the 2004 tax rate.

19.

Discussion of Community Development Block Grant (CDBG) money by Ward.

20.

Citizen Communication.
