4.	CONSENT AGENDA
	A.	Approval of Minutes of the regular meeting of October 15, 2007.
	B.	Adopt a Resolution authorizing Main Street Executive Director Bethany Hanna to conduct the 23rd Annual Regional Christmas Parade on December 3, 2007.
	C.	Adopt a Resolution authorizing St. Edward’s Church to have the Feast of Our lady of Guadalupe procession on Sunday, December 9, 2007.
	D.	Adopt a Resolution approving the request by Partnership for the Pathway representatives Julie-Ray and John Harrison for the first “Twice as Nice” half marathon on February 17, 2008.
	E.	Adopt a Resolution approving and authorizing the City Manager to execute change order No. 1 to extend Crossroads Boulevard with RK Hall Construction, LTD, Paris, Texas. (Crossroads Business Park - Tax Increment Financing and Redevelopment District (TIF District))
	F.	Adopt a Resolution authorizing and directing the City Manager to enter into a renewal agreement with the Housing Authority of the City of Texarkana, Arkansas, for services of two (2) officers assigned from the Texarkana, Arkansas Police Department for special patrols and enforcement operations on Housing Authority properties. (Police)
	G.	Adopt a Resolution awarding a contract for water and sewer treatment chemicals. (TWU)
	H.	Adopt a Resolution authorizing the City Manager to destroy certain Texarkana Water Utilities records.
5.	Adopt an Ordinance accepting dedication of street right-of-way and public facilities (improvements) within Sugar Hill Heights Second Subdivision. (PowerPoint)
6.	Citizen Communication.
		A limit of five (5) minute per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications. No advance permission is required, but persons wishing to address the Board are requested to fill out a “blue” card listing the subject to be addressed and hand it to the City Clerk upon arrival. Citizen’s communications will be immediately following the Regular Agenda items on each agenda.
