	A.	Approval of Minutes of the regular meeting of October 17, 2005.
	B.	Adopt a Resolution authorizing Main Street Executive Director Bethany Hanna to conduct the Annual Community Christmas Tree Lighting Ceremony and the Annual Christmas Parade on December 5, 2005.
	C.	Adopt a Resolution rescheduling the December 5^th Board of Directors meeting.
	D.	Adopt a Resolution authorizing St. Edward’s Church to have the Feast of Our Lady of Guadalupe procession on Sunday, December 11, 2005.

Adopt an Ordinance rezoning a tract of land legally described as a part of the NW¼, Fractional Section 6, Township-15-South, Range-28-West, Texarkana, Miller County, Arkansas (containing approximately 8.368 acres of land, more or less) from R-1 Rural Residential to PUD Planned Unit Development for a detached single-family residential development. 10.	Citizen Communication.
		A limit of five (5) minute per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications. No advance permission is required, but persons wishing to address the Board are requested to fill out a “blue” card listing the subject to be addressed and hand it to the City Clerk upon arrival. Citizen’s communications will be immediately following the Regular Agenda items on each agenda.
11.	Executive Session.
		Adopt a Resolution making appointments to various boards and commissions. [Heating & Air Conditioning Board of Review (Charlie Cook) and Plumbing Board of Review (Jackie Kirkland, Sr.)].
