1.	Call to order.
2.	Invocation given by Director W. Johnson.
3.	CONSENT AGENDA
	A.	Approval of Minutes of the rescheduled regular meeting of December 6, 2005.
	B.	Adopt a Resolution rescheduling 2006 regular meetings that conflict with City approved holidays and events.
	C.	Adopt a Resolution authorizing the City Manager to execute the Miller County Memorandum of Understanding (MOU) relating to the Arkansas Wireless Information Network (AWINS) Grant.
	D.	Adopt a Resolution authorizing the Texarkana Water Utilities to contribute $20,000 of the $75,284 needed to upgrade the resolution of the current geographic imagery (Arkansas Digital Ortho Program (digital aerial photography)) in Miller County. (Texarkana Water Utilities)
4.	Adopt an Ordinance approving the FY2006 Budget Appropriation.
5.	Adopt an Ordinance amending Ordinance No. L-234, establishing procedures for implementation of parity pay, to establish revised parity pay rules and to regain and maintain parity pay for the Texarkana, Arkansas Fire Department.
6.	Citizen Communication.
		A limit of five (5) minute per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications. No advance permission is required, but persons wishing to address the Board are requested to fill out a “blue” card listing the subject to be addressed and hand it to the City Clerk upon arrival. Citizen’s communications will be immediately following the Regular Agenda items on each agenda.
7.	Executive Session.
		Adopt a Resolution making appointments to various boards and commissions. [Heating & Air Conditioning Board of Review (Charlie Cook), Plumbing Board of Review (Jackie Kirkland, Sr.), and Housing Authority (Vickie Barry Johnson)]
8.	Adjourn.
