Two men are in custody involving 2 separate incidents of violating sex offender registration requirements. On 5/10/06 Texarkana Arkansas Police officers responded to a domestic disturbance that occurred at Hobo Park involving a subject who was identified as Orangie Rose (m/b/32 Texarkana, AR). Rose was arrested for violating a protection order which was issued to his wife. In the course of identifying Rose it was discovered that he is a registered sex offender. It was also discovered that Rose had listed a false address with investigators when he requested a change of address in April of this year. Once this information was confirmed Rose was also charged with Violation of Arkansas Sex Offender Registration Requirement. This charge is a Felony. Rose was booked into the Bi-State Jail and no bond has been set at this time.
On 5/11/06 patrol officer John Gibbert arrested Antwon Taylor (m/b/33 Texarkana, TX) and charged him with possession of cocaine and fleeing after he attempted to run away from officers on foot. Taylor had an outstanding Bowie County felony warrant and was also booked into jail on this charge. Records checks also indicated that Taylor is a registered sex offender and had not reported his address or change of address to investigators at the required 6 month intervals. He was also charged with Violation of Arkansas Sex Offender Registration Requirement.
In the State of Arkansas, registered sex offenders are required to report their address to law enforcement every 6 months. If an offender moves or relocates to another state this information must also be reported. In addition to this requirement, each offender must be evaluated by ACIC authorities to determine their risk level; in other words, the probability that they will re-offend.
