On 7/24/06 at 11:35pm Texarkana Arkansas Police officers responded to a report of a male subject causing damage to parked vehicles at 333 Links Drive. Officers arrived on scene and located a vehicle that had been heavily damaged and female later identified as Jacinda Phares (w/f/22 Texarkana, AR) standing nearby. In the course of the investigation Phares indicated that she did not wish to pursue charges and she eventually identified the suspect as her boyfriend, Frederick Greer (w/m/22 Texarkana, AR).
Phares was discovered to be under the influence of alcohol, and she indicated that her 2yr. old child was inside her apartment alone. Officers then walked to the apartment to check the welfare of the child. Officers discovered upon attempting to gain entry to the apartment that the door had been locked from the inside. When they attempted to use a key, the officers noticed that an unknown subject was attempting to keep the door closed. Officers believed that the suspect, Frederick Greer, was inside the apartment and this was eventually confirmed by Phares. Greer opened the door slightly, but as officers attempted to enter he slammed it shut again.
When Greer finally opened the door to the apartment, Phares became belligerent and began cursing at officers and instructing Greer to not let them inside. The apartment was dark inside and officers noted that Greer was behaving very aggressively. Fearing for the safety of the child, officers made entry to conduct a welfare check.
Officers informed Greer that they were there to check the welfare of the 2yr. old, and it was at this point that Greer pushed his hands into Officer Todd Harness' chest and told him that he could not come in. Officer Harness pushed away from the suspect at which point Greer charged at Officer Harness. Officer Randy McAdams entered the apartment and he attempted to assist Officer Harness with taking the suspect into custody. During the struggle McAdams and the suspect went to the floor and the suspect began attempting to head-butt Officer McAdams. Officer Shane Kirkland also entered the apartment and assisted in attempting to gain control of the suspect.
The suspect was eventually subdued and taken into custody. Phares' child was located in the bedroom of the apartment and was unharmed. Greer sustained minor cuts and bruises from his attempts to resist arrest and it was discovered that he and Officer McAdams had crashed into a coffee table during the fight. Officer McAdams sustained several minor cuts on his arms during the incident.
Greer was arrested and charged with felony Battery 2nd Degree on an Officer, Resisting Arrest, and Interference with a Law Enforcement Officer. He was taken to the Bi-State Jail, and no bond has been set at this time. Jacinda Phares was arrested for misdemeanor charges of Public Intoxication and Obstructing Governmental Operations, and it is unknown if she has posted bond at this time. Phares' child was released to the custody of relatives.
