Texarkana Arkansas Police officers arrested the driver of an 18 wheeler after he lost control of the truck causing it to overturn on I-30. Cecil Ian Hume (w/m/35 Louisville, KY) was arrested for Careless Driving, Carrying a Weapon, and No Proof of Insurance.
On this date at approximately 7am officers responded to a report of a major vehicle accident involving an 18 wheeler on I-30 near the 3 mile marker. Upon arrival to the scene officers discovered that the truck and trailer were turned over onto the side and it was apparent that the driver was still inside.
An Arkansas State Police trooper was first on scene and advised TAPD units that the State Police had received several calls regarding this particular truck beginning near Prescott, AR. Callers had reported that the truck was weaving from lane to lane and was reportedly attempting to force other vehicles off the roadway. It became apparent that the truck had failed to negotiate the curve at the 3 mile marker causing the truck to veer into the median and overturn on the grass. No other vehicles were involved in the accident.
When officers made verbal contact with the driver he indicated that he was armed and would commit suicide. Officers took up covered positions and began attempting to negotiate with the driver to surrender. He was ordered to exit the vehicle and lay flat on the ground, and after several minutes he did so. As officers took the suspect into custody they located a .40 caliber pistol in the waistband of the suspect's pants. The weapon was loaded and cocked at the time of the arrest.
The suspect was evaluated by LifeNet EMT's and was then transported to the Bi-State Jail for booking. He has been charged with Careless Driving, Carrying a Weapon, and No Proof of Insurance. These are misdemeanor charges and a bond of $910 has been set. The suspect's first court appearance is set for 8/22/06.
