Re: Bootlegging Arrest

Texarkana Arkansas Police made two arrests in connection with the illegal sale of alcohol from a private residence. On 4/1/2007 Investigators with the Bi-State Narcotics Task Force executed a search warrant at 1612 Rose Street. Once inside the residence, investigators made contact with Shandra Martin and Charles Washington.

A third individual, Louis Foster, was located in the front yard of the residence and was arrested as he attempted to discard a small baggie of what is believed to be marijuana.

Inside the residence, investigators located numerous items relating to the illegal sale of alcoholic beverages including 1 notebook which contained client information. A VHS camera was set up on a tripod, and this was apparently used to record transactions. In addition to this there was also a surveillance system set up, complete with two TV monitors. A police scanner was also found inside the residence.

Investigators confiscated numerous full size bottles and mini-bottles of alcohol of all different types, 200 cans of beer, one baggie of marijuana, and assorted Igloo coolers and packaging items.

Washington was released at the scene. Shandra Martin was arrested on a misdemeanor charge of Sale of Untaxed Liquor. Foster was charged with Sale of Untaxed Liquor and misdemeanor Possession of Marijuana. Both were booked into the Bi-State Jail.
