Re: Promotional Announcement

The Texarkana Arkansas Police Department is pleased to announce the promotion of two of our officers; one to the rank of Sergeant and one to the rank of Captain.

Lt. Rickey Carrol Endsley has been promoted to the rank of Captain. He began his law enforcement career with the Texarkana Arkansas Police Department in February of 1979. He remained with TAPD until July of 1984 at which time he took a position with Union Pacific Railroad. Lt. Endsley returned to TAPD in July of 1994 and has risen through the ranks since then.

Since returning to TAPD in 1994 Lt. Endsley has held supervisory positions in the Patrol Division, the Personnel and Training Division, the Bi-State Narcotics Task Force, and he continues to serve as assitant commander of the Texarkana Metro SWAT team. He is currently the Commander of the Criminal Investigation Division and will continue in that assignment after promotion. He is a graduate of Texarkana College and the School of Law Enforcement Supervision. He holds a Senior Officer Certificate through The State of Arkansas' Commission of Law Enforcement Standards and Training.

His promotion dates are as follows;

Promoted to Sergeant 05-09-1997

Promoted to Lieutenant 09-19-1999

Promoted to Captain (effective) 12-23-2007

Corporal Nicholas John Elrod has been promoted to the rank of Sergeant. Corporal Elrod began his law enforcement career with the Texarkana Arkansas Police Department in July of 1996. Since that time Cpl. Elrod has been assigned to the Patrol Division as a patrol officer, the Criminal Investigation Division as a detective with the Bi-State Narcotics Task Force, the Texarkana Metro SWAT Team, and the Special Operations section as a Crime Suppression Officer.

Cpl. Elrod has a Bachelors Degree in Criminal Justice and has completed the Priciples of Supervision course which is administered by the University of Arkansas' Criminal Justice Institute. He holds a Senior Officer Certificate through The State of Arkansas' Commission of Law Enforcement Standards and Training. Cpl. Elrod will assume duties as an assistant shift commander in the Patrol Division.

His promotion date is as follows;

Promoted to Sergeant (effective) 12-23-07

Each of these men will begin their new assignments effective Sunday, December 23, 2007.
