The Texarkana Office of Emergency Management serves both Texarkana, Texas and Arkansas. The office is located in the Bi-State Justice Building  at 100 North State Line.

The staff includes Dave Hall, emergency management coordinator, and Kathy Reynolds, deputy coordinator.

Dave Hall has been with emergency management  for 21 years and Kathy Reynolds for 5 years.

Cindy White, deputy emergency management coordinator for Bowie County, also shares an office with Texarkana Emergency Management.

The Office of Emergency Management's responsibilities include:

Serve as staff advisor to the mayor and city manager on emergency management matters.

Coordinate local planning and preparedness activites and maintenace of the plan.

Coordinate appropriate training and conduct periodic emergency exercises for city personnel and emergency responders.

Serve as Homeland Security Coordinator for Texarkana.
