We provide services vital to the health and safety of Texarkana citizens and our customers, the City's efforts toward economic development, environmental protection, and enhancement of quality of life. These services include water supply, treatment, and distribution; and wastewater collection and treatment.
We strive to provide excellent response to the needs of our customers at a fair and reasonable cost through our operations, customer service, maintenance, and support functions. Our products consistently meet higher quality standards than those set by local, state and federal regulatory agencies.
Looking toward the future - We realize that the systems we operate and maintain must meet the needs of future generations, and we plan our efforts accordingly. Our programs are focused on meeting future needs in the most cost-effective manner. Because we function in a world where technology and regulations are constantly changing, we realize that we can be effective only to the degree that we are open to new ideas and challenges.

Keep Texarkana Beautiful and recycle your Christmas tree
Everyone is invited to participate with the Girl Scouts of America (Honor Association of Girl Scout Diamonds of Arkansas, Oklahoma and Texas) and the Cities of Texarkana to Keep Texarkana Beautiful and recycle your Christmas tree.
Please bring your Christmas tree to one of our six locations between December 26 and January 6 and two additional locations on January 3rd. Throughout the initial collection period you may drop your tree in one of the six areas marked with a banner that says Texarkana Water Utilities – Christmas Tree Recycling Site and is enclosed with bright orange safety fencing at:
- Farmer’s Market, Jefferson Avenue and East 9th Street, Texarkana, Arkansas
- Wright Patman Water Treatment Plant, 2700 New Boston Road, Texarkana, Texas
- Ed Worrell Park on East 35th Street and Don Bearden Drive, Texarkana, Arkansas
- Texarkana Water Utility main office at West 9th Street and Olive Street, Texarkana, Texas
- Field just east of Trinity Baptist Church at Trinity Blvd and Arkansas State Hwy 245, Texarkana, Arkansas
- South Regional Compost Site, 4000 South State Line, Texarkana, Texas
You may also bring your Christmas tree to Spring Lake Park or Grady T. Wallace Park between 9 a.m. and 4 p.m. on January 3, 2009. Girl Scouts will be present at these sites and offer a 40lb bag of TWU compost for each tree brought for recycling (one bag per person).
All trees will be taken by Waste Management or TWU personnel to the South Regional Compost Site and recycled into usable compost. In the Spring Girl Scouts will plant one tree in the community for each Christmas tree brought to the eight sites.

Let's tackle grease in the kitchen
Control of grease in the kitchen (proper disposal of grease) prevents clogged drains, which are costly to the customer. It also prevents clogged sewer lines, which increase the city's maintenance costs. Grease is the number one cause of sanitary sewer overflows. Sanitary sewer overflows are unsightly, unsanitary and unlawful. They may result in fines to the city.

SECONDS COUNT IN AN EMERGENCY!
The Cities of Texarkana, Bowie County, and Miller County have instituted the CodeRED Emergency Notification System - an ultra high-speed telephone communication service for emergency notifications. This system allows us to telephone all or targeted areas of the city or county in case of an emergency situation that requires immediate action (such as a boil-water notice, missing child or evacuation notices). The system is capable of dialing 60,000 phone numbers per hour. It then delivers our recorded message to a live person or an answering machine, making three attempts to connect to any number.
