WHERE CAN I PAY MY WATER BILL? The Texarkana Water Utilities offers several methods and locations in which you can pay your water bill. Our offices are located at 801 Wood Street and are open Monday thru Friday from 8 a.m. to 5 p.m. Our Drive-thru Window is open Monday thru Friday from 7:30a.m. to 5 p.m.

Payment Drop Box
For our customers who simply drop off their payments each month using their cancelled checks as receipts, we have added a drop box location for your convenience. The drop box is located in the alley between Martin Luther King Jr. Blvd. and West 9th Street behind our main office at 801 Wood Street in Texarkana, Texas. Simply turn right into the alley off of Martin Luther King, Jr. Blvd and the drop box is located by the electric pole on the driver's side of the alley. The drop box is emptied twice a day with the final pick up being done at 5:00 p.m. each business day. Anything placed in the drop box after 5:00 p.m. will be posted to your account on the next business day. We hope this will be convenient for many of you and relieve some of the long waiting times we sometimes experience. Payment envelopes are not provided at this drop box location.

Payments made at a pay station should be made at least 2 business days in advance of the due date to assure that your payment is credited on time.

Texarkana Water Utilities also offers a free auto draft service called QUICK PAY (.pdf). This service allows us to draft from your checking or savings account each month the amount of the water bill on your due date. You will receive a bill each month prior to the due date that will tell you how much will be drafted.

If you wish to sign up for QUICK PAY, just click on the link above, print the enrollment form and return it to our office along with a voided check or sign up the next time you visit our office.

Texarkana Water Utilities staff is currently working diligently to offer on-line payment to our customers.

Why Pay A Deposit?

The Code of Ordinances for the Cities of Texarkana, Arkansas and Texas provide for a $65.00 deposit from all residential customers. This deposit may be waived with the submittal of a verifiable letter of reference (letter of credit) from an electric, gas or water utility at the time service is set up. This letter of reference must be for the most recent twelve (12) month period, indicate a good payment history (no late payments) with that utility and include a contact person and number from that utility or an existing TWU customer with credit may sign as a guarantor on the account.

Over the past five (5) years an average of $120,000 per year has been written off by Texarkana Water Utilities due to uncollectible debts on utility accounts. These types of losses eventually result in everyone paying a higher rate for water and sewer services. The deposit is one form of protecting the Utility against these losses. The deposit also protects the customers as rate payers. The dollars lost through uncollectible debts must be figured each year as part of the cost of producing quality water and disposing of sewer waste. This cost is taken into consideration when rate increases are discussed and/or determined. Without deposits the dollar loss from uncollectible debts would be much higher. Deposits from each customer are one way to keep uncollectible debts to a minimum, thereby helping keep rates down.

Each customer receives the benefit of the full amount of his/her deposit. After twelve (12) months of good (no late pays) payment history the deposit amount is refunded back to the customer's account. Accounts are reviewed every twelve (12) months, so you can be eligible for the deposit refund even if you "miss" the first year. Otherwise the deposit is applied to the final bill when the account is closed and any credit amount left on the account is then mailed to the customer at his/her forwarding address.

Section 26-30 of the Code of Ordinances of Texarkana, Arkansas and Section 29-22 of the Code of Ordinances of Texarkana, Texas provide that the $65 residential deposit may be increased to $130 if the service is shut off for nonpayment or if the service incurs the nonpay charge as a result of late payments. A letter of reference may be revoked and a deposit assessed to the account if payment is late two (2) or more times in any six (6) month period.

On May 1, 2004 , Texarkana Water Utilities began an audit of its current accounts in an effort to verify that this section of the ordinances is being effectively enforced. Accounts are reviewed monthly regarding nonpayment additional deposit and quarterly regarding assessment of deposits to accounts that have letters of reference or previously refunded deposits.

Remember, this procedure is an effort to help keep water and sewer rates as low as possible.
