Applying for Residential Service
Residential accounts may be established in person, by fax or mail.To establish an account in person, please visit our office at 801 Wood St., Texarkana Texas (map); our hours of operation are Monday thru Friday 8A.M. - 5P.M. We offer next day service unless a later date is requested.
We require a completed Application for Service (.pdf) for each customer. You may print our application here and complete it prior to your visit or use it to establish an account via fax, mail or email.
Two (2) forms of identification are required* along with either a letter of credit, a cos-signor or a minimum initial deposit of $65.00 (deposit based on customer credit history). Please furnish a copy of your rental or lease agreement if applicable. Co-signor must appear in person with applicant to establish service.
*Acceptable forms of identification are:- A current Driver's License
- A current employer's I.D. Card
- A government issued I.D. Card - Military, Medicaid or State ID
- Passport
- Social Security Card
- Certified Birth Certificate
- Insurance Card
To establish an account via fax or mail, print our Application for Service (.pdf), complete and return it along with legible copies of two (2) of the forms of identification listed above, a letter of credit, and your rental/lease agreement if applicable. Fields marked with * are required fields.
If you wish to have the initial deposit waived, a letter of credit/reference from your previous water, gas, or electric utility must be included. A letter of credit must be for a period of 12 or more continuous months, with excellent payment history. A letter of credit must be on utility letterhead and include a contact name and telephone number for verification purposes.
Minimum deposit requirements are $65. Check or money order only, sorry no credit or debit cards. Please do not send cash through the mail.
